I believe the cone is the fire extinguisher nozzle
The white stick is a tool used to manually turn the engine. The accessory drives had a through shaft that was used to drive the two generators in the dry stowage models. The coupling was just plated off on the late drives. The four screws attaching the plate are visible on the left side of the drive. The SNL calls these out as:

No other part is called out for this function, so I guess the difference between early and late must be because of the generators.
